the old shop-lots are left empty

must the town council approve it?
On
the structure plan shop-lots will be built
The
previous lots are left to decay?
One
Impiana Plaza is left empty
It
is now rundown and eye sore
Nobody
wants it there
Still
many shop-lots are coming up
Maybe
I miss something?
Maybe
the town council wants taxes
Without
studying the demand and supply
Look
at the old shoplots are left empty
