Tax

wasted for lack of foresight

police should have learned
The
history of their cases

convicts should be chained
So
nobody can make an escape
With
chains on their legs
The
convicts will not misbehave
The
public will get the assurances
The
security of public order intact

escaped convicts by now scattered
Into
the underground cells they disappeared
