He should return all of it
Otherwise it is a shallow insincere apology

Trying the behind the game scenes
Thinking the voters can be manipulated
Stole the wealth no need to return
The involved persons should return
The wealth of the nation they steal
By saying “I am sorry”
Carrying or keeping the wealth?
Such people have no integrity
By lying they hope to keep the stolen monies
It shouldn't be the way of repentence
Surrender all stolen wealth to show sincerity
