Don't stay indoors all the times

The lack of enforcement
The hawkers never bother to learn
The way they keep their goods
The way they start the operations

Everyone must attend courses
No licence should be issued
If cleanliness is suspect
The hawkers must be told to clean up

The grading system must apply to all food outlets
The enforcement officers must walk the job
Advice and give warnings where it is applied
Licence should be withdrawn if the faults never improve
