The stray dogs
The unlicenced dogs
They roamed the streets
They walked in the alleys
They will search food
In garbage tongs areas
Some kind hearted souls will feed
Bringing food to the dogs
This isn't a good solution
The dogs will breed
The new ones will walk the streets
Who will be held responsible?
The state governments?
The city councils?
The previous owners?
Those who feed the animals?
Those who want to rear or keep dogs
They should register with the city councils
The dogs must be properly tags and documented
The owners shall be responsible or fine on failure
