They are handcuffed, fine and jail

Who did not follow SOP
No quarantine but walking free
Until the public make noises
MOH only fined him $1,000
No handcuff, no jail, no nothing
Our DG has gone to zero
He too forgets rules
If MOH can't stick to SOP
No need to issue advice to fine
When we have a double standard
It sound bad all the way through
Was the receipt back-dated?
