Aligned to certain officers of rank
It is a natural progression
Carrying balls to climb up ladders
If they hear a certain officers rising in rank
They will gather around them to curry favours
They too want to bet on the rising stars
They too want to gain promotions in certain years
It is no difference in corporate world
The currying favours will be subtly carried out
Every one will want to get promoted
When the betting horse can finish the course
