tragedy on the highway

So another one turtled off the highway. It was reported in The Star that there were 20 people died in the unfortunate accident including the driver of the express bus. In the immediate response the bus company was directed to stop operations on its fleet of 34 buses pending probes by the authority. The bus driver had speeding tickets, summonses and warrant of arrest issued on him yet he was driving this express bus which is 20 years old.....by right this bus should have retired long ago. The question I beg answering why no arrest is made on this bus driver? I am sure the police know where he is working. The police can trace him through the company he works with. Why does the company officials allow him to drive the express bus too? Don't they know they receive summonses from this driver? People died because of others inefficiency or dont care attitude or lame checking on the buses on the roads or the weak enforcement where the agencies always cited lack of manpower.......just imagine the civil servants are now over 1.2 million people yet I hear there is not enough manpower to enforce! This is the poor distribution of needs. Someone is building his little napoleon empire at the taxpayers expenses.. Now 20 people died unnecessary on the road.My condolences to the families of those died in the tragedy
